Ruan Jianhong, spokesperson of the People’s Bank of China and director of the Survey and Statistics Department, said that in 2019, the pilot test of digital RMB was launched in Shenzhen, Suzhou, Xiong ‘an and Chengdu, as well as the Beijing Winter Olympics. In October 2020, six pilot test areas were added in Shanghai, Hainan, Changsha, Xi ‘an, Qingdao and Dalian. The selection of digital RMB R&D pilot has comprehensively considered the national major development strategy, regional coordinated development strategy and local industrial and economic characteristics. At present, the pilot provinces and cities basically cover the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, central, western, northeast and northwest regions, which are widely representative and are conducive to experimental evaluation of the application prospects of digital RMB in different regions of China.

The pilot test of digital RMB adheres to the principle of "safety, security and controllability", focusing on small transactions by invited whitelist users. During the pilot process, all parties showed a strong interest in digital RMB, and users in the pilot areas were also more enthusiastic. The pilot scenarios covered many fields such as living expenses, catering services, transportation, shopping consumption, and government services. From the previous stage of the pilot, the scope of the digital RMB pilot test has been expanded in an orderly manner, the application scenarios have become increasingly rich, the application mode has been continuously innovated, and the system operation has been generally stable.
