　　去年年初，雷国兴调任安丘居民区党总支书记后，她发现，辖区约40%的住户是租户，房屋换手率高，“新来的租户对社区情况、垃圾投放点、投放规则都不太了解，经常在垃圾房旁边看到落地垃圾。”
